Grandparents rights in WV. please take the time to read this & help.?

PLEASE READ IT ALL. Well to start off last year on September 27. My sister ped away. She had a little girl named Bella that is the most adorable girl ever, she is 2 years old . Well the guy that she was with is not suitable to have a child of his own, he is a major drug addict does pills, crack, you name it. In the past my sister had a lot of things done to her and needed medicine to help her cope with things, and also was in a few car wrecks and had pain medicine to help with her pain. But with those things mixed she would p out sometimes or be all loopy. shes had a lot of problems in her life. But the guy she was with was worse, he drug her into other drugs and did things to her while she was ped out. He said a lot of times when she would be ped out that he was not taking care of her anymore, and that the next time she would do that he would just leave her there to die and take the baby. (And we have people that have heard him say that) Well the day he decided to just leave her there was the day she ped away. Well he has been getting worse, hes always drinking and just leaving the baby at places for months at times and just comes back whenever he remembers her.He does not let us see her at all and He goes off smoking crack and doing all kinds of other drugs. He suddenly just said that hes going to be going to New York to be with some random lady that he met off the internet , and that hes bringing Bella with him. Bella gets money every month because of her mom ping away to help her get things and have things she needs.Well he takes that money and spends it on him self while she is gone months at a time. He also has cooked crack in the house while Bella was just in the other room. This man.. well he doesn't even deserve to be called a man, this person does not need to be around or even be near Bella. My mom has been trying to figure out how to get her, my house i live in is very suitable and is a clean environment. We have been trying to get her for a few months now but after hearing about him moving to NY were really trying to get down to it and get Bella before its to late and he ruins her life. Were trying to find any information about what we could do. And if we couldn't get her then maybe we could at least get grandparents rights. We love Bella so much and she loves us to. The short time she's came to our house, she cries everytime i go to put her back into her car seat. I just want us to be able to see her and be around her again. They use to basically live at our house before my sister died. Please give me information on anything i could do to see my niece or my mom to see he granddaughter or to take her away from him. Im looking online too and everything i just think it was worth giving it a shot on here. im sorry this is so long, i just wanted to put most of what the situation was.
